By experience I meant experience gained working on developing or
maintaining applications that use a database on the back-end. In other
words you have experience writing SQL and probably have gained some
knowledge of how the back-end database behaves (read consistency model,
locking model, etc...)
At many sites part of the DBA function is to assist developers in designing their queries and in tuning or debugging their programs. Having development experience helps with this requirement. At sites where doing this is not part of the job description having the experience still does not hurt.
System administration skills and knowledge are often also considered a plus if not a requirement for many DBA positions.
