Don't use the aggregate functions in the group by:



GROUP BY



A.PROD_NUM, B.ITEM_LEVEL, B.PURCHS_DATE,

DECODE(C.ITEM,'H',1,0),



DECODE(C.ITEM,'C',1,0)
