Oracle 10g on Windows connection problem - ORA-12505

This is my problem:

FAIL (Cannot create PoolableConnectionFactory (Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor
The Connection descriptor used by the client was: 192.168.1.7:1521:system

A little googling describes the meaning: ORA-12224: TNS: listener could not resolve SID given in connection description.

The SID specified in the connection was not found in the listener's tables. This error will be returned if the database instance has not registered with the listener.
Possible Remedy:

Check to make sure that the SID is correct. The SIDs that are currently registered with the listener can be obtained by typing:

LSNRCTL SERVICES <listener-name>

These SIDs correspond to SID_NAMEs in TNSNAMES.ORA or DB_NAME in the initialisation file.

I'm not sure how to set up a new schema, say "test". The SID of
"system" should always exist, right? What is registering it with the
listner? How is this accomplished on a Windows platform?
