Now i found it. It is a mentioned bug



Oracle-Bug 4547458: INSERT USING 'USER' SQL FUNCTION FAILS WITH ORA-1400 
WHEN USING BEFORE TRIGGER


This error comes with Version 10.2.0.1.0 and should be solved with 10.2.0.2
