An alternative on windows is to user the Oracle MMC snap. This is basically a snap-in for editing the Oracle registry settings and provides a bit more confidence for the user when he/she wishes to adjust such settings. But your should still read the options before changing.

You may need to install the snap-in from the oracle cds if it's not already there. Check if it is by trying to access it...

Start > Run > MMC >
File > Add/Remove Snap-in > Add... > Select Oracle Primary MMC Snap-in
> Add > Close > OK

Drill Down:
Console Root > Oracle Managed Objects > Computers > YOUR COMPUTER > Databases > DATABASESID
Right click the name of your Database SID and select Startup/Shutdown options.

You should be able to take it from there...
