Changing the database structure, creating backups, is a responsibility for a DBA. End-users shouldn't be allowed to do this, or to change the database structure on the fly. This is a recipe for disaster. Tools like SQLDMO don't have any place in the Oracle world. Oracle is a professional RDBMS, not a toy.
