I don't think OCI7 is supported under Oracle 9i, so why would it be supported under Oracle 10g. Anyway a 7.3 client (which ultimately under the hood runs oci7 calls, as can be found out from sqlnet trace) isn't supported against Oracle 10g.
So yes, they completely revamped the API in the interim, so you have no choice but to convert.
