What OS?



Is the remote database on the same or a different server?



Did you check the alert log for each database instance to see if any
kind of Oracle internal error was occurring?   Are there any trace
files from the event?



You could have hardware issues, network load issues, OS configuration
issues, etc...   Without more information even a guess is going to be
difficult.
