Perhaps he's just asking for the generic term for this sort of logic.
Perhaps the name you are looking for is "Dynamic SQL" or "Native Dynamic SQL (NDS)? If you were to examine the Oracle documentation for information on this kind of thing, that's where you would look?
I don't think you'd find anything under "Fred" or "Barney" ;)
