The tnsping could work and the a connection via the database link could still fail depending on how you manage your database links and the type of network problem your site is experiencing: the link is opened successfully, Oracle maintains the connection after the session is done, a network problem occurs, an attempt is made to use the held connection to the remote db but fails since the connection is no longer valid.

The best solution is probably to fix the network problem so that it does not occur coupled with coding error detection into the code making the remote database queries.
