Oracle reps can provide more info if they wish, but based on discussions in the XE forum at otn.oracle.ocm ...

XE is and will be free to install and deploy into production, training environments and anything else you could wish for.

XE is limited to 4GB of user data, 1 CPU in use and 1GB or RAM for SGA + PGA XE does not include any Java VM or Java capabilties of the Standard Edition. There are a few other features missing, but PL/SQL and SQL are intact.
