For the second question: unlocking an account is a permanent operation. It won't be locked again when you restart the database. It is unnecessary to enter this command every time you start the database. Apart from that, those accounts shouldn't be unlocked indiscriminately, as they are usually
a) quite powerful
b) without password
so
c) they will pose a security risk to your database.
