No - for SQLPlus you need to install to ensure all the required suppoorting files - language, error message, .dfll, etc - are in place.

In addition, I suspect you will likely have no end of pain and grrief with the Oracle8i / Windows2003 combination.

YOu might want to check whether you can upgrade to a supported version. If so, I think the simpler Instant Client in 10g would proivide a solution.
