Hate to get semantic on you but RAC means one (1) database and multiple, in your case two (2) instances.

One SYSTEM tablespace, obj$ table = 1 database Two servers with PMON, SMON, etc. running = 2 instances

That is why your posts, so far, have confused me.

But to answer your most recent question ... I believe each instance will independently monitor the size of its own flashback allocation. Neither one knows what the other one is or is not doing.
