From the 9iR2 Error Messages area at http://docs.oracle.com
"
TNS-12638 Credential retrieval failed
Cause: The authentication service failed to retrieve the credentials
of a user.
Action: Enable tracing to determine the exact error. "
Determining the exact cause of the error, rather than guessing, sounds somewhat useful to me. <g>
To turn on tracing, you could refer to the "Net Services Administrator's Guide" or the "Net Services Reference Guide" found at http://download-west.oracle.com/docs/cd/B10501_01/nav/docindex.htm and available with your OTN userid/password.
