 The OUTLN user is a required user created at the time of database creation. It should never be dropped. At this time, there are no validated published procedures to reinstantiate this user under 9.2. For assistance with this issue, I have to ask that you log an iTAR. iTAR functionality is accessible via the TARs option on MetaLink Home.
