Who owns /home/oracle/product/10.2.0/Db_1/bin/lsnrctl and all the directories above it? Should be an oracle:dba type of owner, depending on how you installed it, with a protection of 751.

You should be logged in as root in order to access low port numbers, and be sure and have ORACLE_HOME and ORACLE_SID set. Also, be sure nothing else is conflicting with the listener port.

Check the permissions on /var/tmp/.oracle, should be owned by oracle and 777.

Uh, why are you using 8i instructions for 10g?
