Oracle provides a shapefile to spatial converter, safe software provides a bunch of conversion tools, and ESRI can connect directly to Oracle and, iirc, export to shapefile.

Since shapefile is a proporietary ESRI format, I suspect you will need to look to ESRI for Java classes capable of writing shapefiles. Look in the Oracle docco at http://docs.oracle.com for the Oracle side.
