You could get a real operating system. I'd suggest RedHat Linux.

Alternatively ... you have a Windows permission problem, not an Oracle problem. Install as local administrator on the machine being careful to follow the installation instructions at http://docs.oracle.com.

BTW: Oracle version is important. Too bad you didn't mention it.
