Thanks a lot for the replies..

Though version.v$instance has correct information, I cant use this because this needs privileged user. Possibly thought of using v$version again by restricting rownum = 1 As the first row always returns database version. Later by putting some reg expression around the first rows result to get 5 digit version number.
