And why should the content or order of a system generated unique identifier, be of *any* concern - except for the concern that it is unique?

The contents of a sequence attribute is totally meaningless.

If you say it is not, you are either disputing Fundemental Relational Theory - Or you are refering to an attribute that is not a system generated unique identifier... and for such a uniquely weird and strange attribute that you need to have very solid evidence and a proper ERD to back up the requirement and nature of that attribute.
