Either you didn't run rootpre.sh and/or root.sh, so the protection of
your executables and datafiles is incorrect (the suid bit needs to be
on for the Oracle executable)


or you didn't make your the sempahore system parameters have been set
correctly.


The second scenario communicates with the database using semaphores,
the first using TCP/IP, so that's  a likely cause.
