So Sy,

I only have 3500 records in the table, but I have this query that takes about a "count to 46" for it to return 1200 rows to a web page.

Granted, my user should be more specific in their queries, but that is still a long time.

I output those rows to an xml data island so the user can do some filtering on the fly and transform the page.

That index I created above did not help the response time.

The query runs a bit slow in TOAD as well.
