The right approach would be to tell the "designers" of that table/system to slowy extract their heads from their backsides (in order not to hurt themselves even more), and stop violating fundemental relational design principles.

A column must contain an atomic value. Period.

Alternatively, you can simply use a lead pipe and beat the crap out of them and their design.

Personnaly, as a Scorched Earth Party supporter*, I prefer the latter approach myself.
