Question on PLSQL

I am a newbie on PLSQL and need some help to clarify a basic concept.

In releasing ordinary program (java, vb, c), the common concept is that we would release the compiled image only - not the src code. But, it seems that with PLSQL, it is a common practice to release src code of stored procedure directly to server (without using the binary wrapper utility to wrapped the src code). Is it true?
