It depends on the specifics of your condition. If you currently use an RMAN database to manager your backups, then you could use the "clone" command.
If you can shutdown your production database and take a cold backup (OS copy) of all database files,
then you just need to backup control file to trace, edit that file with the new storage and SID name, run that script, and then you have your new instance. oh, and btw, update your oratab, tnsnames, listener, password, init...ora files (trivial stuff) as stated above.
