change unicode language for oracle

I installed oracle 8.1.7 personal oracle into machine  with xp professional 
with unicode language set to english..



later i change unicode language to Croatian.(Control Panel/Regional and 
Language Options/Advanced/Language for non-unicode programs)
Does oracle has ability to change his own language to Croatian and how??
Or i have to install Oracle again?
