Another reason would be to migrate to 9i, which is only supported coming from 8.1.7.4, not 8.1.5.

AFAIK, Oracle RDBMS licensing covers all versions. It's the CPU or named users you are licensing (capacity), not the version. But you need paid support to download patches.
