1- just because a book has Oracle 9 in the title does not mean it is not still relavent. Most of what Jonathan Lewis wrote in Practical Oracle 8i about how Oracle really works is still true.

2- it takes time to develop new books that are written on the new release rather than just the previous version of the book with a title update. In fact there are more than a few Oracle X books out whose content is really X - 2.

Picking out good Oracle books isn't that easy. The only "official" books are the manuals and even those contain more than a few errors. Look at the content in relation to what you need to study/learn and inside information on edition and copywright more than anything the cover says.
