Yep, YOU NEED A FRIGGEN LICENSED TRUCK DRIVER!
Why is it so hard to understand that when your purchase Oracle, technically the most advandance and most scalable RDBMS platform on this planet, you need at least someone to install and configure and maintain and support it?
And if that is too "expensive" - why the hell not use MS Access instead? (cannot say use SQL-Server as its purchasing costs is $4 more expensive than the equivalent Oracle product).
