In my notes to myself on how to install both the ODBC and SQL*Plus stuff I see the following tasks you don't mention:

Creating and editing SQLPATH and PATH in the environment variables

Creating and copying the TNSNAMES.ORA and SQLNET.ORA files (have to be in both the Instant Client and in the .\network\admin directory under it)

Adding a registry entry (needed for SQL*Plus, ODBC doesn't need it).

This is working with a 10g RAC server to link Access 2000/2002/2003 to Oracle and to run SQL*Plus. Unfortunately the INstant Client does not contain SQL*Loader.
