imp doesn't recreate any tables if they already exists. It either errors out, or ignores the errors.
You'll need to drop the tables and recreate them manually prior to import.
If you don't have your create table scripts, you can generate them from imp by using show=y log=<any filename> and possibly edit <any filename> by removing extent definitions.
