It IS the real world. Many years ago some DBA made role for users, who were supposed to use an (ms access!!)interface to an Oracle database. The interface was built by a third party. Both third party and dba left, so the current one has to go over all the details to determine what are the risks of giving users the right to create tables. His part of the company is in a different country etc etc. Count all the steps. I either need a solution by myself, or wait 10 months. I think there are several infernos in the world like that . They are called big companies. bout leaving, u may have a point though :)
