Win2003 Oracle 9i Client installation problem

I'm attempting to perform a silent install of the Oracle 9i Client on a box running Windows Server 2003 Enterprise Edition. The last few lines in installActions2005-04-08_03-51-20PM.log are as follows:

isAdmin = false
Query returned : 0
Calling query PrerequisiteQueries1.1.3 getWin32VideoColorBits Query returned : 16

The problem is, the user *does* have adminstrator privileges.
