ora9i W2k Server with java runtime error on install

Hi NG,

I only work with 7.x and 8.x before.
Now I will make a port from MSSQL2k to Oracle 9i.

I have 2 CLEAN installed (Test)-Server with W2k SP4 Athlon XP1800, 0.5GB RAM
Pentium 4, 1.6GHz and 1GB RAM

I have installed:
http://java.sun.com/j2se/1.4.2/download.html j2re-1_4_2_07-windows-i586-p.exe

and

Oracle9i Database Release 2 Enterprise/Standard/Personal Edition for Windows NT/2000/XP
from here:
http://www.oracle.com/technology/software/products/oracle9i/htdocs/winsoft.html

92010NT_Disk1.zip

on both Servers I have the installer error:

"The Java Runtime Environment was not found at ... Hence, the Oracle Universal Installer connot be run. -- install JRE 1.3.1 .."

I red several hints
256 Colors
copy files to harddisk

Whats wrong?
Can anybody help?
