Error CODE=12514 resembles remarkably a network error: oerr tns 12514
12514, 00000, "TNS:listener could not resolve SERVICE_NAME given in connect descriptor"

Time to clean up your network (99% guess: your paths changed due to a reboot - you last installed program is now first, which wasn't the case before)
