I think you don't have ever dealt with 'database independent products'.
Usually the vendors of those products just ported their code one on one and didn't invest even one second in optimizing it.

Your phrase should read
It is a common error to believe database independent code exist. It is also a common error to believe code developed for product A doesn't need to be optimized at all to run successfully in product B. That belief is usually a result of lack of knowledge of the features of product B and/or product A.

I guess your remark is an example of such lack of knowledge.
