SQL+ and unicode support!

Is it possible to run a script saved in UTF-8 format with standard SQL+ in Oracle 9.2 or higher? There is a web based SQL+ that seems to work but I cannot get standard windwos SQL+ to work. Are there any workarounds or settings to get this to work or is it a dead end to use the standard SQL+ here (from windows platform)?
