The purpose of tz_offset is to return the time zone offset of the
entered value from UTC (formerly GMT) for the value entered. It
accepts three forms of input one of which happens to be the time zone
offset to begin with so it simply returns the value. The function can
be useful when working with timestamps from different local time zones.
The value returned by the function is affected by DST so the value
returned for a specific locale may change based on the date.
