Testing is not done in isolation. It is done after development and prior to deployment into production. If Laura has legally licensed software in production then she has the CDs or she can contact Oracle support for them.

Further ... it is my assumption that when Oracle gives me CDs pursuant to a license agreement I am bound by that agreement. Nowhere have I read that the license includes making copies for third-parties and mailing them off for purposes unverifiable.

Thus my advice.
