It is up to the U.S. Potal Service. If they set up delivery from a particular post office (like in another state, but it is 2 blocks away, as opposed to the nearest one inyour state, which is 10 miles away, that's your zip code. Happens all the time. Zip codes were not set up to provide demographics, they were set up to aid in specifying a particular post office by number instead of name.
