And you have 8i Personal Oracle installed? Don't know that combo, but you could always create a batch file (startlis.bat) that containst the correct lsnrctl commands.
Then, add startlis.bat to your startup menu item.

Realize that this is a workaround, and there are probably more elegant ways. But this works for 95, 98, 2000, 2003, XP, ME. And DOS... (only, there it's called autoexec.bat) ;-)
