With all respect due ...

since SQL is nothing other than a language that happens to be 'interpreted' by the Oracle RDBMS, I'm not sure exactly are you attempting to do?

My suspicion is that you are trying to start up a program, perhaps SQL Plus, to access an Oracle database. However, since there are several (dozen?) Oracle-supplied utilities, and many more non-Oracle ones, that include the term SQL, I am just guessing.

While you are at it, providing the operating system and the version of Oracle database would be quite useful for those of us attempting to help.
