Some of the basics that I find relevant:

• MySQL has a lot more native data types. May or may not be an advantage depending on the project.
• Oracle has a much more powerful implementation of the SQL language. I strongly suggest reading the OReily book 'Mastering Oracle SQL' to understand why. That, if used properly, can significantly reduce the amount of code that is required, with some startling performance benefits.
• MySQL has a pile of external applications that are available.
• Oracle has a significant number of built-in routines (job scheduling, workflow, message queueing, XML parsing, disk I/O, TCP call outs, SMTP call outs, and so on). These are documented and ready for use without having to look for, or code, equivalents.
• Oracle comes with Apache preconfigured.
• Oracle comes with management tools and reports predefined.

Both are extremely good tools, and selecting the right one is, IMO, a matter of understanding your requirements and knowing what each can do relative to those requirements.
