All versions of Oracle are free if used in accordance with the license. Download from http://otn.oracle.com
Or purchase the CD Pack from http://store.oracle.com Neither has restrictions ... but if you are thinking about large numbers of concurrent users you are talking about production and that is not legal or ethical.

Oracle is not like Microsoft ... but that is no excuse to violate the licsense agreement.
