I suspect Oracle 'binds' to SMTP because they use the UTL_SMTP package they wrote. If that is not satisfactory, you could probably write your own package around their UTL_TCP or perhaps around UTL_FILE.

(All are described in the "Oracle9i Supplied PL/SQL Packages and Types Reference".)

Why is using SMTP a limitation or problem?
