TNS_ADMIN should be defined under HKEY_LOCAL_MACHINE\SOFTWARE\Oracle\HOME<n> where <n> is a number (e.g. HOME0, HOME1, ...).

As of 10g the key HOME<n> is replaced with KEY_<OracleHomeName>
