From Forms 9i on it is the only way. Before that, it was not. But on the switch from 6i to 9i Forms,
Oracle abandoned the client/server support for ever. It wasn´t Oracles´ best decision ... but it is too late.

6i support ist running out and many companies are on 9i - but on the other side there are also still a lot of others sticking to 6i and before ...

Now You can decide.
