Locally managed tablespaces and uniform_size

When you specify a UNIFORM_SIZE paramter as part of tablespace creation for a locally managed tablespace, each bit represents an extent, comprised of multiple blocks. My question is, if the bit is 1 does that mean that the extent is full, or only partially full (i.e. still available for reuse).
