Quite - although other are more qualified to comment; my last serious forms work was back in the V5 days (note: I'm not calling it a serious version :) )

But, seeing the troubles I've had with 9iAS (anything above 1.0.2.2.2 - which I understood), and the ease of 10G (aka 9.0.4), I'd go for that version.
What legacy apps are you talking about - what is the foreseen upgrade / migration path?
If V4.5 (or similar), with heavy MS Windows stuff, beware the web behaves different! Some, maybe most, "nice to haves" in MS Windows forms apps will not work similar on the web. I've seen multiple projects where up front was stated that these things were not important (MoSCoW, and all that), but in the end, the users complained about the look and feel being different to an extend the project was heavily overdrawn.

If you get the chance, I'd opt for a rewrite - not a simple (automagical) upgrade, or -worse- run in compatibility mode.
